PayPay Strengthens Identity Verification Efforts as the Leading Cashless Payment Service Provider

As a leading cashless payment service provider, PayPay Corporation continues to strengthen its efforts to verify the identity of users in order to provide services that are safer and more secure. As part of this initiative, the “Verify Your Identity and Participate! 1 Billion Points Lottery” campaign will begin on June 1, 2022.

Identity verification for “PayPay” can be applied for in as little as two minutes by scanning the IC chip in a My Number Card or driver’s license, and screening could be completed on the same day*1. Once users complete identity verification, they will be able to top up their PayPay Balance from their bank account, use PayPay Money*2, increase the number of stores where they can use “PayPay,” and raise the usage limit of “PayPay Atobarai (Pay Later)”*3. In addition, identification may be required to use advanced features and services that will be introduced to “PayPay” in the future, as well as certain existing features offering further convenience.

As the leading company in cashless payment services, PayPay aims to provide even safer and more secure services, actively promoting efforts to implement identity verification and raising the bar against money laundering and terrorist financing to prevent misuse in criminal activities and by terrorist organizations*4. In order to realize this, PayPay will implement “Verify Your Identity and Participate! 1 Billion Points Lottery” on June 1, 2022. This is a campaign in which PayPay Points worth 1 billion yen will be distributed*5. During the mission period which will start on June 1, users can attempt multiple missions, such as linking their PayPay account to the Seven-Eleven App or claiming PayPay Coupons, to increase the number of draws depending on their achievements. The user must complete their identity verification in order to participate in this campaign*6.

PayPay Money can be used to pay for partner services and merchants if it is within the amount deposited into the PayPay account opened after completing the designated identity verification process. It can also be used for sending and receiving money between PayPay users free of charge. PayPay Money can also be cashed out to a designated bank account (no withdrawal fee if using PayPay Bank). The legal nature of this is an electromagnetic record which can be used to pay for goods and other services, and can be remitted or cashed out, issued by the Company who is a Fund Transfer Operator registered under Article 37 of the Payment Services Act. Based on the provisions of Article 43 of the Payment Services Act, PayPay preserves the debt it owes to its users in full amount and more by depositing its assets.

* The daily missions can be performed every day during the mission period, and each one can increase the number of draws by up to 20 times.
* For those already using PayPay and who have already registered or linked accounts with PayPay, the one-time missions will be completed at the start of the campaign and the number of draws for each mission will be awarded. However, for “Receive PayPay Balance,” receiving the balance before June 1 does not count as completing a mission.
* The mission “Register with PayPay” is for users who register with “PayPay” from May 9, 12 a.m. – June 21, 1:59 a.m., 2022 (must complete the account registration process by SMS authentication).

In addition, PayPay Points and PayPay Bonus Lite, which are granted through campaigns and promotions when using PayPay, can be used for partner services and merchants in addition to PayPay Money and PayPay Money Lite. However, PayPay Bonus and PayPay Bonus Lite cannot be sent or transferred between PayPay users or be cashed out. PayPay Bonus Lite has an expiration date, after which date it will no longer be valid.
PayPay also strives to create a safe and secure environment for users. If an unexpected payment is made by a third party using a PayPay account, or if a request to settle a payment suddenly arrives from PayPay to a user that does not have a PayPay account, there is a scheme that ensures compensation for the damages suffered (the difference will be provided as compensation if compensation is also provided by a third party), given that the prescribed conditions are met.
