PayPay Corporation (hereinafter PayPay), LY Corporation (hereinafter LY), and SoftBank Corporation (hereinafter SoftBank) are set to launch the Cho PayPay Matsuri (Super PayPay Festival) on November 1, 2023. This is a large-scale promotion that allows savings on purchases at PayPay merchants nationwide and online stores.
The previous Cho PayPay Matsuri, held from June to August 2023, received enthusiastic acclaim from PayPay users who enjoyed increased PayPay Points than usual when paying with “PayPay” at merchants, online stores, and services across the country. With over 60 million PayPay users*1, this year’s Cho PayPay Matsuri will once again provide opportunities for significant savings on purchases through the services available on the PayPay app and “Yahoo! JAPAN.” Users can stay updated by checking for related information on the official PayPay X (formerly Twitter) account @PayPayOfficial.
PayPay will hold the “Anytime, Anywhere PayPay Jumbo” promotional campaign for users who have successfully completed their identity verification with PayPay for a one-in-four chance of winning a prize, as well as a campaign in which up to 5% PayPay Points (with a maximum limit) will be rewarded when making payments with PayPay at convenience stores and restaurants between 11 a.m. and 2 p.m. In addition, for both promotions, paying with Credit (Pay Later) will increase the winning chances and the percentage of points awarded. During the Cho PayPay Matsuri, LY will be offering special deals on its services, including Yahoo! JAPAN Shopping, where users can save 5% of their purchase price every day with “PayPay” payments (with a maximum limit). Also, during Yahoo! JAPAN Shopping’s Cho PayPay Matsuri period from November 1 to 28, if users meet certain conditions, such as pre-promotion purchases, they can receive a total of PayPay Points worth up to 24.5% of the purchase price when shopping from the 26th to the 28th. Furthermore, there will be a “24 Time-Limited Sale,” featuring popular brands in home appliances, groceries, daily necessities, and more, with discounts of up to 70% off on select items. For SoftBank smartphone users,*2 SoftBank offers Super PayPay Coupons*4 that will return up to half the paid amount*3 in PayPay Points when payments are made with “PayPay” at merchants participating in the promotional campaign. During “Cho PayPay Matsuri,” SoftBank will continue to offer “Super PayPay Coupons” that can be used at various merchants to save on purchases. In addition, for users who have subscribed to SoftBank’s new PayToku plan, the “Pay for Major Benefits Campaign” is underway (until February 20, 2024), in which users will have a point grant rate three times higher when paying with “PayPay” (Balance or Credit). Identity verification for “PayPay” can be applied for in as little as two minutes by scanning the IC chip in a My Number Card or driver’s license, and the screening process could be completed on the same day.*8 Once the identity verification is completed, users will be able to top up their PayPay Balance from their bank account, use PayPay Money, increase the number of stores where they can use “PayPay,” and boost the limit of Credit (Pay Later) payments. PayPay Money can be used to pay for partner services and merchants if it is within the amount deposited into the PayPay account opened after completing an identity verification process. It can also be used for sending and receiving money between PayPay users free of charge. PayPay Money can also be cashed out to a designated bank account (no withdrawal fee if using PayPay Bank). The legal nature of this is an electromagnetic record which can be used to pay for goods and services, can be remitted or cashed out, and is issued by PayPay who is a Fund Transfer Operator registered under Article 37 of the Payment Services Act. Based on the provisions of Article 43 of the Payment Services Act, PayPay protects the debt it owes to its users by depositing assets equivalent to or higher than the debt amount. PayPay Money Lite is an electronic money issued by PayPay, which can be purchased and used to pay for services and merchants. PayPay users can transfer and receive PayPay Money Lite free of charge. The legal nature of this is a prepaid payment instrument issued by PayPay (Article 3, Paragraph 1 of the Payment Services Act). Based on the provisions of Article 14 of the Payment Services Act, PayPay preserves the relevant assets for the purpose of protecting the owners of the prepaid payment instrument by providing a security deposit for issuance to the Legal Affairs Bureau in an amount that is half or more of the unused balance of prepaid instrument methods as of March 31 and September 30. In addition, PayPay Points, which are granted through campaigns and promotions when using PayPay, can be used for partner services and in transactions at merchants in addition to PayPay Money and PayPay Money Lite. PayPay also strives to create a safe and secure environment for users. If an unexpected payment is made by a third party using a PayPay account, or if a request to settle a payment suddenly arrives from PayPay to a user that does not have a PayPay account, there is a scheme that ensures compensation for the damages suffered (the difference will be provided as compensation if compensation is also provided by a third party), given that the prescribed conditions are met.
