PayPay Corporation（hereinafter PayPay）, PayPay Card Corporation（hereinafter PayPay Card）, LY Corporation（hereinafter LY）, and SoftBank Corporation（hereinafter SoftBank）are set to launch a large-scale promotion that allows savings on purchases at PayPay merchants nationwide and online stores, under the title of Cho PayPay Matsuri（Super PayPay Festival）from June 21, 2024.
With over 64 million PayPay users,*1, this Cho PayPay Matsuri will once again provide opportunities for significant savings on purchases through the services available on the PayPay app and “Yahoo! JAPAN.” PayPay will hold the “PayPay Scratch Lottery,” where users who have completed their identity verification（eKYC）will have a 1 in 4 chance of winning a prize by paying 200 yen or more with “PayPay,”*2 tapping the scratch card, and scratching it off. The chance to win represents the probability of winning a prize for each eligible payment and does not guarantee users that they will win once every four payments.
In addition to the “PayPay Scratch Lottery” for “PayPay” payments, this promotional campaign will offer the “PayPay Card Scratch Lottery” for the first time, in which users can participate by paying with PayPay Card（including PayPay Card Gold）that has 11.62 million members.*3. Users can get more scratch cards by using “PayPay” and PayPay Card depending on which payment method is accepted at stores. PayPay and PayPay Card will further enhance collaboration to provide users with a more convenient and profitable cashless experience. Furthermore, SoftBank users who pay with PayPay Credit are guaranteed to win one of the three prizes on the “PayPay Scratch Lottery,”*4 and if SoftBank’s Pay-toku users pay with PayPay Credit, their chances of winning 1st or 2nd prize will be multiplied by 5.*5. PayPay Money can be used to pay for partner services and merchants if it is within the amount deposited into the PayPay account opened after completing an identity verification process. The legal nature of this is an electromagnetic record which can be used to pay for goods and services, can be remitted or cashed out, and is issued by PayPay who is a Fund Transfer Operator registered under Article 37 of the Payment Services Act. Based on the provisions of Article 43 of the Payment Services Act, PayPay protects the debt it owes to its users by depositing assets equivalent to or higher than the debt amount. PayPay Money Lite is an electronic money issued by PayPay, which can be purchased and used to pay for services and merchants. PayPay users can transfer and receive PayPay Money Lite free of charge. The legal nature of this is a prepaid payment instrument issued by PayPay（Article 3, Paragraph 1 of the Payment Services Act）. Based on the provisions of Article 14 of the Payment Services Act, PayPay preserves the relevant assets for the purpose of protecting the owners of the prepaid payment instrument by providing a security deposit for issuance to the Legal Affairs Bureau in an amount that is half or more of the unused balance of prepaid instrument methods as of March 31 and September 30. PayPay also strives to create a safe and secure environment for users.
