PayPay Corporation, a joint venture of SoftBank Group Corp., SoftBank Corp., and Yahoo Japan Corporation, is pleased to announce that PayPay has been selected by the Bureau of Waterworks Tokyo Metropolitan Government as a “proxy payment provider of a cashless payment service”. In line with this, PayPay will start providing an “Online Bill” service from March 24, 2021 where users will be able to check and pay their water and sewage bills from the Bureau of Waterworks Tokyo Metropolitan Government using “PayPay”. A patent has been filed for the “Online Bill” system, which entails and automatic notification about the bill to “PayPay” allowing users to check the amount and complete the payment from the notification. PayPay is the first to offer this service from within a QR code payment service application.

Completing payments for water and sewage bills from the Bureau of Waterworks Tokyo Metropolitan Government is already supported by “PayPay Bill Payment” which allows users to complete the payment using “PayPay” by scanning the barcode on the bill. With the new “Online Bill” service, a notification about the bill will be sent automatically to “PayPay,” provided the settings have been completed in advance from screens such as the “PayPay Bill Payment” payment completion screen. The bills can be viewed and paid for from within the app. This will allow users to check and pay their water and sewage bills at their convenience at any time during the day, which is expected to help prevent users from forgetting to complete the payment. In addition, there will be an added benefit of receiving a PayPay Bonus of between 0.5% to 1.5% of the amount paid.
*”Online Bill” will become available only after scanning the barcode of a paper bill and paying for it from “PayPay Bill Payment”. Users who have completed a payment of a bill from the Bureau of Waterworks Tokyo Metropolitan Government in the past using “PayPay Bill Payment” will be able to complete the settings from their payment history.

With the paper bill in hand, open the PayPay app and tap the “Bill Payment” icon
Tap the “Scan Bill” button and scan the barcode on the bill
Confirm the payment details and complete the payment
Apply for Online Bill from the payment completion screen.
Enter the contractor’s name of the payee (biller) and tap “Agree and Continue”
The application for Online Bill is complete
Payment request notifications for water and sewage bills will be sent to the “PayPay” app from the following month onwards
Tap the payment request notification, confirm the payment details, and complete the payment
PayPay will continue to increase the number of local public entities and businesses that support “Online Bill” and “PayPay Bill Payment”.

* “PayPay” provides 4 types of PayPay balance: PayPay Money, PayPay Money Lite, PayPay Bonus and PayPay Bonus Lite. PayPay Money can be used to pay for partner services and merchants as long as it is within the amount deposited into the PayPay account opened after completing an identity verification process. It can also be used for sending and receiving money between PayPay users free of charge. PayPay Money can also be cashed out to a designated bank account (no withdrawal fee if using The Japan Net Bank). The legal nature of this is an electromagnetic record which can be used to pay for goods and other services, and can be remitted or cashed out, issued by the Company who is a Fund Transfer Operator registered under Article 37 of the Act on Fund payment. PayPay Money Lite is an electronic money issued by PayPay, which can be purchased and used to pay for services and merchants. PayPay users can transfer and receive PayPay Money Lite free of charge.
