Participation as a Cashless Payment Provider in the Second Round of the Myna Points Project

PayPay Corporation will participate as a cashless payment service provider in the second round of the “Myna Points Project,” a points based cashback program implemented by the Ministry of Internal Affairs and Communications for those who have obtained a My Number Card. The second round of the project will start on January 1, 2022, in continuation of the first round that took place between September 1, 2020 and December 31, 2020.

With this project, users (*1) who newly obtain a My Number Card and apply for Myna Points selecting “PayPay” as the cashless payment service to receive the points will receive a PayPay Bonus of 25% of the amount that is topped up or paid in PayPay Balance (up to 5,000 yen worth). In addition, users who register to use the My Number Card as a health insurance card (*2) will receive a PayPay Bonus worth 7,500 yen, and users who register an account to receive public funds will receive a separate PayPay Bonus worth 7,500 yen (up to 20,000 yen worth in total). Applications for Myna Points are scheduled to start on January 1, 2022.

※1 Including users who have already obtained a My Number Card but have not applied for the first round of Myna Points. This does not apply to those who have already obtained a My Number Card, applied for the first round of Myna Points, and received a PayPay bonus worth 5,000 yen.

The My Number Points Project is designed to promote the use of My Number Cards, drive consumption in general, and improve the quality of life by granting points that can be used for cashless payment services to citizens who have obtained a My Number Card and completed the required procedures.

Details of the grant:

  1. ① A PayPay Bonus worth up to 5,000 yen for users who have newly obtained a My Number Card (including those who have already obtained a My Number Card but did not apply for the first round of My Number Points Project)
    ※ Users who applied for the first round of the Myna Points Project before the end of December 2021 and have not yet topped up their balance by 20,000 yen or made any purchases (those who have not yet met the eligibility criteria to receive the PayPay Bonus worth 5,000 yen) will be eligible to receive the PayPay Bonus up to the prescribed limit for top-ups and purchases made on or after January 1, 2022.
  2. ② A PayPay Bonus worth 7,500 yen for users who register their My Number Card as their health insurance card (including users who have already registered or applied for use).
  3. ③ A PayPay Bonus worth 7,500 yen for users who register an account to receive public funds.
    ※ PayPay Bonus for items ② and ③ shall be granted in spring 2022 or thereafter. The details of the method of the grant will be announced as soon as they are determined.

* “PayPay” provides 4 types of PayPay balance: PayPay Money, PayPay Money Lite, PayPay Bonus and PayPay Bonus Lite. PayPay Money can be used to pay for partner services and merchants if it is within the amount deposited into the PayPay account opened after completing an identity verification process. It can also be used for sending and receiving money between PayPay users free of charge. PayPay Money can also be cashed out to a designated bank account (no withdrawal fee if using PayPay Bank). The legal nature of this is an electromagnetic record which can be used to pay for goods and other services, and can be remitted or cashed out, issued by the Company who is a Fund Transfer Operator registered under Article 37 of the Payment Services Act. Based on the provisions of Article 43 of the Payment Services Act, PayPay preserves the debt it owes to its users in full amount and more by depositing its assets. PayPay Money Lite is an electronic money issued by PayPay, which can be purchased and used to pay for services and merchants. PayPay users can transfer and receive PayPay Money Lite free of charge. The legal nature of this is a prepaid payment instrument issued by PayPay (Article 3, Paragraph 1 of the Payment Services Act). Based on the provisions of Article 14 of the Payment Services Act, PayPay preserves the relevant assets for the purpose of protecting the owners of the prepaid payment instrument by providing a security deposit for issuance to the Legal Affairs Bureau in an amount that is half or more of the unused balance of prepaid instrument methods as of March 31 and September 30. In addition, PayPay Bonus and PayPay Bonus Lite, which are granted through campaigns and promotions when using PayPay, can be used for partner services and merchants in addition to PayPay Money and PayPay Money Lite. However, PayPay Bonus and PayPay Bonus Lite cannot be sent or transferred between PayPay users or be cashed out. PayPay Bonus Lite has an expiration date, after which date it will no longer be valid.

PayPay also strives to create a safe and secure environment for users. If an unexpected payment is made by a third party using a PayPay account, or if a request to settle a payment suddenly arrives from PayPay to a user that does not have a PayPay account, there is a scheme that ensures compensation for the damages suffered (the difference will be provided as compensation if compensation is also provided by a third party), given that the prescribed conditions are met.
