PayPay Corporation is pleased to announce that as of June 30, 2022, it has begun accepting applications and will grant PayPay Points to users who have applied to use their My Number Cards as health insurance cards and register their account to receive public funds as part of the “Second Myna Points Project,” a points based cashback program offered by the Ministry of Internal Affairs and Communications to those who have obtained a My Number Card.
*1. The balance will be topped up as “PayPay Money Lite” regardless of the top-up method until the limit is reached. “PayPay Money Lite” cannot be cashed out.
*2. The use of credit cards other than PayPay Card (former Yahoo! JAPAN Card) is not applicable.
*3. The points will be granted as PayPay Points, which cannot be cashed out or transferred.

With this project, users*5 who newly obtain a My Number Card and apply for “Myna Points” selecting “PayPay” as the cashless payment service to receive the points, will receive 25% of the amount topped up or paid in PayPay Balance (up to 5,000 points) as PayPay Points. In addition, users who register to use their My Number Card as a health insurance card*6 will receive 7,500 PayPay Points, and users who register their account to receive public funds*6 will receive 7,500 PayPay Points (Up to 20,000 points in total. Those who have already applied for 5,000 points through other payment services are also eligible).
*5. Including users who have already obtained a My Number Card but did not apply for the initial Myna Points project. This does not, however, apply to those who have already obtained a My Number Card, applied for the initial Myna Points project, and received 5,000 PayPay Points.
*6. Including those who have already registered or applied for use. Those who have already applied for 5,000 points through other payment services are also eligible.
From July 1 to August 31, 2022, PayPay will be holding the “Natsu no PayPay Matsuri (Summer PayPay Festival)” – a large-scale campaign that allows savings on purchases at PayPay merchants nationwide and online stores, where great deals can be enjoyed using the PayPay Points granted through the “Second Myna Points Project.” See here for details on the “Natsu no PayPay Matsuri.”
As the leading cashless payment service provider, PayPay is strengthening its efforts to verify the identity of its users. Users can complete the identity verification process using the Japanese Public Key Infrastructure (JPKI) service embedded in their My Number Card, through which the application can be submitted in as little as two minutes, for the screening to be completed on the same day at the earliest*7. By verifying their identity, users will be able to top up their PayPay Balance from their bank account, increase the number of stores where they can use “PayPay” by unlocking the use of PayPay Money*8, and enjoy a higher usage limit on “PayPay Atobarai (Pay Later) *9.”

PayPay Money can be used to pay for partner services and merchants if it is within the amount deposited into the PayPay account opened after completing the designated identity verification process. It can also be used for sending and receiving money between PayPay users free of charge. PayPay Money can also be cashed out to a designated bank account (no withdrawal fee if using PayPay Bank). The legal nature of this is an electromagnetic record which can be used to pay for goods and services, and can be remitted or cashed out, issued by PayPay who is a Fund Transfer Operator registered under Article 37 of the Payment Services Act. Based on the provisions of Article 43 of the Payment Services Act, PayPay secures the claims of its users in full amount or more by depositing its assets.

The Myna Points Project is designed to promote the use of My Number Cards, drive consumption in general, and improve quality of life by granting points that can be used for cashless payment services to citizens who have obtained a My Number Card and completed the required procedures. As of February 2022, more than six million users have registered “PayPay” as their provider in the “Myna Points Project.”

* Users who applied for the initial Myna Points Project before the end of December 2021 but have not yet topped up their balance by 20,000 yen or made any purchases (those who have not yet met the eligibility criteria to receive the 5,000 PayPay Points) will be eligible to receive PayPay Points up to the prescribed limit for top-ups and purchases made on or after January 1, 2022.

In addition, PayPay Points and PayPay Bonus Lite, which are granted through campaigns and promotions when using PayPay, can be used for partner services and merchants in addition to PayPay Money and PayPay Money Lite. However, PayPay Bonus and PayPay Bonus Lite cannot be sent or transferred between PayPay users or be cashed out. PayPay Bonus Lite has an expiration date, after which date it will no longer be valid. PayPay also strives to create a safe and secure environment for users. If an unexpected payment is made by a third party using a PayPay account, or if a request to settle a payment suddenly arrives from PayPay to a user that does not have a PayPay account, there is a scheme that ensures compensation for the damages suffered (the difference will be provided as compensation if compensation is also provided by a third party), given that the prescribed conditions are met.
