PayPay Gift Voucher Expanded! Nara Prefecture to Roll Out Premium Electronic Coupon, “Coupons for Hard Workers”

- Application of Gift Vouchers expanding to projects aimed at revitalizing local economies‌ -

PayPay Corporation is pleased to announce that PayPay Gift Voucher, which is a type of balance in the cashless payment service “PayPay,” will be employed in Nara Prefecture’s premium electronic coupon “Coupons for Hard Workers.” PayPay Gift Vouchers have been well-received as a thank-you gift that can be used at stores and facilities within the region specified by local governments, in return for donations on the hometown tax donation (furusato nozei) portal site “Satofull” operated by Satofull Co., Ltd. From now on, besides the thank-you gifts on “Satofull,” Gift Voucher will be available for a wide range of purposes, such as for revitalizing local economies.

Applications for the Nara Prefecture “Coupons for Hard Workers,” in which PayPay Gift Vouchers will be used, will start on October 2, 2023. A dedicated mini app will be displayed on the PayPay app*1, and individuals who meet certain conditions can apply from this mini app.*2 Applicants will be screened for their eligibility and there will be a lottery to determine who of the eligible users will be granted PayPay Gift Vouchers. PayPay Gift Vouchers have been used as a thank-you gift for donations to local governments on the “Satofull” portal. As of September 2023, over 450 local governments have introduced the voucher, and by the end of 2023, approximately a third of all local governments are expected to adopt the service.

PayPay Gift Voucher has advantages as a tool, such as being able to limit the users and stores where it can be used, making it easier to tailor the tool to the issuer’s purposes. “PayPay” is used by about two-thirds of Japan’s smartphone users, boasting over 58 million users, and is widely adopted by large chains to small and medium-sized stores nationwide. By using the PayPay Gift Voucher, various local revitalization measures can be taken. PayPay will continue to strongly promote the efforts of each local government through the “PayPay” platform.

Description:

Those who are residents of Nara Prefecture and employed by a business or other organization (excluding employees working for the national or local governments or incorporated administrative agencies, corporate executives, and self-employed persons) are eligible to apply. Among them, the eligible applicants selected by lottery can purchase a PayPay Gift Voucher worth 15,000 yen for 10,000 yen, which can be used at participating stores in Nara Prefecture.

*The application requires identity verification (eKYC) on “PayPay.” For identity verification (eKYC), a My Number Card or a driver’s license is required. PayPay Money can be used to pay for partner services and merchants if it is within the amount deposited into the PayPay account opened after completing an identity verification process. It can also be used for sending and receiving money between PayPay users free of charge. PayPay Money can also be cashed out to a designated bank account (no withdrawal fee if using PayPay Bank). The legal nature of this is an electromagnetic record which can be used to pay for goods and services, can be remitted or cashed out, and is issued by PayPay who is a Fund Transfer Operator registered under Article 37 of the Payment Services Act. Based on the provisions of Article 43 of the Payment Services Act, PayPay protects the debt it owes to its users in by depositing assets equivalent to or higher than the debt amount. PayPay Money Lite is an electronic money issued by PayPay, which can be purchased and used to pay for services and merchants. PayPay users can transfer and receive PayPay Money Lite free of charge. The legal nature of this is a prepaid payment instrument issued by PayPay (Article 3, Paragraph 1 of the Payment Services Act). PayPay also strives to create a safe and secure environment for users.
