PayPay Corporation（hereinafter PayPay）, LY Corporation（hereinafter LY）, and SoftBank Corporation（hereinafter SoftBank）are set to launch a large-scale promotion that allows savings on purchases at PayPay merchants nationwide and online stores called Cho PayPay Matsuri（Super PayPay Festival）from February 16, 2024.
The previous Cho PayPay Matsuri, held from November 2023 to January 2024, received enthusiastic acclaim from PayPay users who enjoyed increased PayPay Points than usual when paying with “PayPay” at merchants, online stores, and services across the country. With over 61 million PayPay users,（※1）this Cho PayPay Matsuri will once again provide opportunities for significant savings on purchases through the services available on the PayPay app and “Yahoo! JAPAN.” Users can stay updated by checking for related information on the official PayPay X（former Twitter）account @PayPayOfficial.
PayPay will hold the “Scratch Off to Win: PayPay Scratch Lottery,” where users who have completed their identity verification（eKYC）will have a 1 in 4 chance of winning a prize by paying 200 yen or more with “PayPay,”（※2）tapping the scratch card, and scratching it off. The chance to win is the possibility of winning a prize for each eligible payment, and does not guarantee users that they will win once every four payments. SoftBank users who pay with PayPay Credit（※3）are guaranteed to win one of the three prizes.（※4）In addition, if SoftBank’s Pay-toku users pay with PayPay Credit, their chances of winning 1st and 2nd prize will be multiplied by 20.（※5）For more details, please refer to the “List of Promotions To Be Held by PayPay” below.

Users who have completed eKYC with “PayPay” will be eligible to participate in the “Scratch Off to Win: PayPay Scratch Lottery,” where users will have a 1 in 4 chance of winning first to third prize by paying 200 yen or more with “PayPay,”（※2）tapping the scratch card, and scratching it off. PayPay Money can be used to pay for partner services and merchants if it is within the amount deposited into the PayPay account opened after completing an identity verification process. It can also be used for sending and receiving money between PayPay users free of charge. PayPay Money can also be cashed out to a designated bank account（no withdrawal fee if using PayPay Bank）. The legal nature of this is an electromagnetic record which can be used to pay for goods and services, can be remitted or cashed out, and is issued by PayPay who is a Fund Transfer Operator registered under Article 37 of the Payment Services Act. Based on the provisions of Article 43 of the Payment Services Act, PayPay protects the debt it owes to its users by depositing assets equivalent to or higher than the debt amount. PayPay Money Lite is an electronic money issued by PayPay, which can be purchased and used to pay for services and merchants. PayPay users can transfer and receive PayPay Money Lite free of charge. The legal nature of this is a prepaid payment instrument issued by PayPay（Article 3, Paragraph 1 of the Payment Services Act）. Based on the provisions of Article 14 of the Payment Services Act, PayPay preserves the relevant assets for the purpose of protecting the owners of the prepaid payment instrument by providing a security deposit for issuance to the Legal Affairs Bureau in an amount that is half or more of the unused balance of prepaid instrument methods as of March 31 and September 30. In addition, PayPay Points, which are granted through campaigns and promotions when using PayPay, can be used for partner services and in transactions at merchants in addition to PayPay Money and PayPay Money Lite. However, it cannot be transferred to other users or cashed out. PayPay also strives to create a safe and secure environment for users.
